Supplemental Educational Services

2012-13 School Year

Supplemental educational services are additional instructional programs designed to increase the academic achievement of students in schools that have not met Adequately Yearly Progress (AYP) for three or more years.  These services include help in academic subjects, such as reading, language arts, and mathematics; provided free-of-charge to eligible students.  These services are provided outside the regular school day—before or after school, on weekends, or in the summer.  They may be offered through public- or private-sector providers that are approved by the state, such as public schools, public charter schools, local education agencies, educational service agencies, and faith-based organizations.  States must maintain a list of approved providers from which parents may select.  The North Dakota Department of Public Instruction has posted the list of approved providers for the 2012-13school year on its website at:

School(s) that are required to offer SES:  Turtle Mountain Community Elementary School, Turtle Mountain Community Middle School, and Turtle Mountain Community High School.

The Belcourt Public School District which includes the Turtle Mountain Community Elementary School, the Turtle Mountain Community Middle School, and the Turtle Mountain Community High School provide Supplemental Educational Services at each school building.

When a school is identified as not meeting the state established Adequately Yearly Progress (AYP) proficiency percentages for two consecutive years or more, the No Child Left Behind Act (NCLB) requires that the school be identified as a program improvement school and that the school offer school choice to parents whose students attend the identified school.  This means that, if a parent wishes, he/she may send their child to another school in the district that is currently meeting AYP and transportation costs must be covered by the school district.  Priority is given to the lowest achieving children from low-income families.  Public School Choice is the option for a student to attend another public school within the district that is outside the student’s attendance area.

List of schools to which eligible students may transfer:  Not Applicable.  When identified for improvement, a school must offer parents public school choice, which means that parents may transfer their students to other schools in the district that have met AYP status.  However, since our school district has only one school to choose from (i.e., we are not a large district with more than one elementary, middle, or secondary school), the school choice provision is not available to parents.
